The Discourse CMS is widely used for developer forums, including Twitter. Discourse has a large developer community.

Flarum


The Flarum CMS is developed using PHP, based on the Laravel framework, with a simple frontend interface, and an easy-to-use admin page. Flarum has a large developer community. Because it’s still in beta, it’s not recommended for production.

NodeBB


NodeBB is a next-generation community forum platform. Built with open source software, NodeBB has a large developer community.
